You might want to start with Iceberg, so that you can search multiple databases at one time.  Other databases that would be worth checking out are:

• Academic Search Complete
• ScienceDirect
• Environment Complete
• OmniFile Select

I don't know if you'll find an article telling you specifically whether or not there should be a ban, but you will find articles about banning plastic bags.

Possible search terms include Ban OR Banning and "plastic bags".  I wouldn't narrow your search specifically to California at first.  Try a search and see what you can find.
