As a resident of San Francisco, you are welcome to come and use a book in our library, but you wouldn't be able to check it out.
Check with your local librarian to see if they can do an interlibrary loan. They should be able to get the book that you need from another library. San Francisco Public Library is a part of the Link+ interlibrary loan system and can get almost any book.
