APA doesn't require a full citation for photos; what they ask for is a Figure Notes (a caption).
Figure notes contain information needed to clarify the contents of the figure for readers... A general note should explain units of measurement, symbols and abbreviations that are not included in the legend or defined elsewhere in the figure... Also include within the general note any acknowledgement that figure is reprinted or adapted from another source (see section 7.7) Place explanations of abbreviations and copyright attributions for reproduced figures last in the general note.
