Q. I have to do a debate on healthcare being a privilege as opposed to a right. I need help finding information.

The question is "Where are you looking?"  Do you know who has in the past argued that healthcare is a privledge? 

Start off with a Google search and see who is making the arguments about it as a privilege.  What are they saying, who are they quoting, are they making an references to any literature?
